Canadees scenarioschrijver, gespecialiseerd in genrefilms. Studeerde af aan het American Film Instititute (1987). Tot zijn scenariocredits behoren Red Scorpion (Joseph Zito, 1988), Cop and a Half(Henry Winkler, 1993) en Mighty Morphin Power Rangers: The Movie (Bryan Spicer, 1985). Hij schreef ook films als All Dogs Go to Heaven 2 (animatie; Larry Leker en Paul Sabella, 1996), Repeaters (Carl Bessai, 2010) en Distorted (Rob W. King, 2018). Olsen regisseerde en schreef de buiten Canada weinig vertoonde roadmovie Here’s to Life!/Old Hats (2000).
